The first time the Guarantee Seal was used was in 1889 by means of a Royal Decree, issued by the King of Spain. Later in 1912, the independent government of Cuba passed a law authorizing the use of a new design, similar to the one currently used. In 1931 it underwent a slight modification and in 1999 the change was more radical, with the addition of a serial number in red and an emblem that is seen only under ultraviolet light.
